The one of hardest thing in life is to realize what exactly you want, what's your choice. Nothing is absolute. The primary fact of life (human, earth, universe) is change. life is changing continuously so our wants and choices. Compromise and adaptation,  when they are favorable to you at that time you think that is your choice but when they are not at your side you think that is compromise.  Nothing is good or bad, their cause and effect can be the determinant. Same act for good cause and bad cause is interpreted differently.  In the similar way, if the outcome or the effect of a act is positive then it is taken positively. 

If you stand at the top you see the below mountain at low level and if you go downhill of the mountain you will see it at the top. So the perception is also not absolute. Don't blame others. When they climb up their thinking also changes so the perception of the preceptor.

दण्डहिनता बिच न्यायको खोजि !

अराजकता र दण्डहिनता  अहिले पराकास्ठा मा पुगेको बेलामा तपाईं न्याय खोज्न जानु भयो भने उल्टै पिडित भएर आउनु पर्ने बाध्यता अहिलेको नेपालको यथार्थ हो | गाडीमा धेरै भाडा असुल्यो तपाइले तिर्नै पर्ने हुन्छ | होटेलमा फोहोर भयो भने केहि घटिया डायलग खाएर फर्कनु पर्ने हुन्छ | सरकारी कार्यालयमा काम ढिला भयो भनेर हाकिमको मा उजुरी गर्यो भने यस्तै हो यहाँ म्यानपावर छैन भन्छन | यस्तै यस्तै जता गयो न्याय पौने कुराछैन | जिम्मेवार निकाय नै निकम्मा हुनुले अराजकता हावी भै रहेको हो |

अहिले नेताहरु प्रति जनताको आक्रोस धेरै नै छ तर हाम्रा बाध्यता छन् तसर्थ नेताको पछि लाग्नेको घुईचोको तुलनामा अन्य व्यक्तिहरु कम छन् | यो गलत संस्कृति स्थापित भै सकेको छ | नेताको पछि लाग्नु पनि बाध्यता हो | पुराना नेता हरुसंग केहि आशा राखिय त्यो पुरा भएन | नया दलका नया नेता हरु संग फेरी केहि आशा राखिय त्यो पनि पुरा भएन | जहिले पनि आन्दोलन र क्रान्ति को  नाममा जनताको बुई चढेर सत्तामा पुग्ने अनि देश लुट्ने बिकृति बढाउने संस्कृतिले जरा बढाउदै गयो | निरास भै नहाले पनि आशा राख्ने ठाउँ भेटेनन जनता हरुले | अनि अगाडी आयो “झापड संकृति “ | कहिले का.झलनाथ त कहिले सुशील दा अब आएर नेपालका बरिस्ठ डन् क. प्रचण्ड माथि यो संस्कृतले छोईसकेको छ | मलाई यो एउटा “ अराजकता बिच मौलाएको दण्डहीनता भित्र जनताले न्यायको खोजि “ गरे जस्तो लाग्छ |

मलाई हिंसा मन पर्दैन , म हिंसा बिरोधि हो तर यो “झापड संस्कृति” हिंसा को स्वरुप हो जस्तो लाग्दैन किनकि यो एउटा नेपोलियनले भनेको उक्ति ("The world suffers a lot. Not because of the violence of bad people, but because of the silence of good people!") जस्तै हो | यदी राज्य र राज्यका जिम्मेवार निकायले न्याय दिन नसक्ने हो भने जनताले न्यायका खातिर यो “ झापड संस्कृति” लाई प्रसय दिने छन् | यो नेता हरुमा मात्र लागु हुने हैन आउदा दिनमा राज्य र समाजका अन्य तह सम्म पुग्ने र यो बिकृति अझै बढने देखिन्छ |

अब केहि होला जस्तो छ: आइ. सी .टि बिकाश योजना !

सधै केहि बिग्रेको, भत्केको, चोरेको, ठगेको , मरेको अथवा घुस खाको, कमिसनको चक्करमा काम नबनेको यस्तै यस्तै खबर देखि सुरु हुने दिनचर्या आज अलि बेग्लै हिसाबले सुरु भयो | यो देशमा केही राम्रो नहुने भयो, राम्रो कुरा सब गफ मात्र हो, काम केहि हुदैन भन्ने हरुलाई पनि केहि पत्यार लाग्दो समाचार आयो | आज नेपाल पनि सूचना र प्रविधि को युग मा प्रवेश गरिसकेको अवस्थामा यो कुरा तेती नौलो नलाग्न सक्छ |

कुरा के भने सूचना प्रविधिको ३ बर्से योजना सरकारले सार्बजनिक गरेको छ | पहिलो बर्षको योजना मुख्य त connectivity मा रहने छ | केहि दिनमै Broadband को policy पारित गरि एस्लाई पहिलो प्राथमिकतामा राखेर connectivity विस्तार गर्ने योजना छ | पुराना fixed line हरु विस्तार गर्नु भन्दा मोबाइल र boradband को व्यापक विस्तार ले छिट्टै फड्को मर्ने निश्चित छ . हुनत नेपाल टेलिकमले मात्र पनि २०१२ को अन्त्य सम्म मा १८०० गा. बि. स सहित पुरै ४००० गा. बि . स मा वाई-फाई विस्तार गर्ने कार्यक्रम अगाडी ल्यैसकेको छ | भरपर्दो (reliable ) र चाडो (fast)  service guarantee को लागि सबै underlying network MPLS(multiprotocol label switching) अन्तर्गत backbone बनाई संचालन मा ल्याईने छ |

नेपाल सरकार ले दुर्गम मा निसुल्क र सुगम मा न्युनतम सुल्क मा broadband सेवा संचालन गर्ने भएको छ | केहि विद्यालय, हस्पिटल अन्य  "not-for-profit" संस्था हरुलाई पनि जडान सुल्क मिनाहा गरि यो सेवा प्रदान गरिने छ |

यसै बिचमा सरकारले  सरकारी सूचना र सेवा सहज पहुच को लागि national hub बनाएर अगाडी बढ्ने काम पनि केहि महिनामा सुरु हुने जनाएको छ | e-governance को सहयोग को लागि र पूर्ण रुपमा e-government को प्रत्याभूति गर्न को लागि यो hub ले  महत्वपुर्ण भूमिका खेल्ने छ | यस अन्तर्गत सम्पूर्ण मन्त्रालय, सरकारी बिभाग र त्यस मातहत का कार्यालय हरु एउटै national e-gov. portal मा रहने छन् | यो portal मा हुने content विभिन्न स्थानीय भाषामा हेर्न सकिने छ | सम्पूर्ण शारीरिक अवस्थाको व्यक्तिहरुको पहुच हुनु पर्ने कुरालाई ध्यान मा राखेर यसमा उपलब्ध हुने content  श्रव्य दृश्य तथा  सांकेतिक format मा पनि हेर्न तथा सुन्न सकिने छ | विभिन्न module हरुको development को लागि नेपाली software company मा नै bidding गर्ने पनि बिज्ञान तथा प्रविधि मन्त्रालयले जनाएको छ | जसले गर्दा नेपालमा IT को जनसक्तिको व्यापक आवस्यकता पर्ने देखिन्छ |

राष्ट्रिय डाटा सुरक्षा (data security) नीति अन्तर्गत सम्पूर्ण data हरु central data center मा सुरक्षित गरिने छन् | प्राकृतिक प्रकोप र अन्य दुर्घटना बाट सुरक्ष्या दिनको लागि अन्य geographically separated  mirror server  हरु राखिने छ | हाल लाई एस्ता mirror server  को लागि ५ (पाँच) स्थान हरु छनोट गरिएको छ र यी सबै cloud network  मा रहने पनि project implementation document मा उल्लेख छ | हाल छनोट गरिएका स्थान हरु धनगढी, दांग, कास्की , काठमाडौँ र उदयपुर छन् | नेपालमा अन-लाईन सेवा  बिकाश विस्तार नहुनुमा साइबर ल बलियो नभएको मुख्य निस्कर्स निकाल्दै अबको ६ महिना भित्रमा नेपाली परिबेश मा उपयोगी हुने खालको साइबर ल ल्याउने तयारी भनेको पनि मन्त्रालयले जनाएको छ | Intellectual property law अन्तर्गत content theft and piracy control, copyright, trademark registration, product licensing , rules of fair use त्यसै गरि Information security को लागि  unauthorized access, data privacy and spamming. अनि data  and network security को लागि limits of use of encryption   and the devices पनि उल्लेख गरिने छ | censorship and freedom of expression लाई पनि ध्यान मा राखी यो कानुन बनाईने छ |  विद्युतीय व्यापार लाई ध्यान मा राखेर laws governing trade on the Internet, taxation, consumer protection, and advertising हरुलाई पनि यो कानुन मा समेटिने छ भने विद्युतीय संचार माध्यम हरुलाई पनि यो कानुन ले परिभाषित गर्ने छ |

 मन्त्रि परिसदको को बैठकमा प्रधानमन्त्रि  ले यो ३ बर्से द्रुत आई. सी .टि बिकाश योजना को बारेमा जानकारी दिदै सम्बन्धित मन्त्रालय हरुलाई आफ्ना काम हरु सकेसम्म electronically गराउन निर्देशन पनि दिए | बिशेष गरेर ग्रामिण बिकाशलाई ध्यान मा राखेर content develop गर्नु पर्ने र एस्मा सबैको पहुचहुनु पर्ने कुरा पनि प्रधानमन्त्रि ले जोड दिय|

ग्रामिण जनता हरु मा आई. सी .टि सम्बन्धि ज्ञान को अवसर र पहुच नभएको हुदा एस्लाई एकदम छोटो अवधिमा अगाडी बढाउनको लागि बिसेष आई. सी .टि तालिम कार्यक्रम अन्तरगर हालको लागि २० जनाको Expert group  बनाई  frameworking  गर्ने र केन्द्रीय स्तर मा ५०० जना ईन्जिनियर हरुलाई लगाएर तालिमको लागि syllabus, content  र अन्य सामग्री हरुको ब्यबस्थापन गर्ने र मध्यम स्तरको आई. टी को जनसक्ति झन्डै २५ हजार लाई जिल्ला र गाउँ स्तर मा लगाउने कुरा पनि सरकारले सार्वजनिक गरेको छ |

यी सबै कार्यक्रम निर्धरित समयमा सफल बनाउनको लागि सरकारले प्रधानमत्री को कार्यालय अन्तर्गत रहने गरि आई. सी .टि बिशेस आयोग गठन गरेको छ | जस अन्तर्गत हाल २०० जना ईन्जिनियर हरुको दरबन्दी यो छ महिना भित्रमा पुरा गर्ने पनि जनाइएको छ |   र माथि उल्लेखित सम्पूर्ण काम हरु यहि आयोग को अन्तर्गत रहने पनि जनाइएको छ |

बाबाले झन्डै कुटाई खायो !

“अलोक निरन्जन “ बाहिर गेट मा कराउदै थियो | मैले खासै वास्ता गरेन | धेरैबेर कराई रह्यो तै पनि मैले हेरेन | एकछिन पछि भुभुजेना जस्तो गरि संख फुक्न थाल्यो एसो बाहिर हेरेको २ जना गेरु बस्त्रधारी जोगी  रहेछन | ठिकै छ जोगी हरु रहेछन भनेर दस रुपैया लगेर दिएको त एकजनाले भन्यो “ बालक चाय बनालो “ | बिहानको ११ बजेको थियो | मैले हिन्दी बोल्न नजानेको जस्तो गरि “छैन चाय” भनिदिए | पन्जाब बाट आएको रे तिनी हरु | एकछिन किचकिच गरि रहेका  थिए गालि गरेर पठाइदिए | एकछिन मा पल्लो घर मा गएर पनि गेट ढ्यांग ढ्यांग पारेर कराहीरहेका थिए | शंख फुकेर हल्ला गरि रहरको भएर मलाई पनि  रिस उठ्यो | नेपाली  केहि बोल्न नजान्ने अनि  शिवजी को नाम मा मान्छे तर्साएर हिड्ने जोगी हरुको पारा देखेर कुट्न मनलाग्यो | फेरी बाहिर गएर हल्ला नगर्न अनुरोध गरे ..झनै कराउछ बा | अत्ति रिस उठ्यो अनि “कुट्देउ कि चुप लाग्छस” भने | “बाबा सराप देंगे , बाबाको ऐसे मत करो’ पो भन्छ | “ तेसो बाजे  तैले भरे गएर दारु खाने बाबा त होस् , बढी कराउछ्स ..पिट्दिउ “ भनेको  अनि तहमा आयो, एकछिन पछि चुप लागेर हिड्यो | यसरी खुलेआम बच्चा हरुलाई तर्साउने गरि “बाबा “ को नाम मा “गेरु बस्त्र धारण गरेर “ लुट मच्चाउने हरुलाई प्रसासन ले केहि गर्दैन ?? मलाई त अच्चम्म लाग्यो | मान्छे हरु पनि त्रिसुल संख बोकेको देखेर डराएर जति भन्छ तेती नै दिएर बस्दा रैछन | मैले त लखेटी दिए, तपाईं हरुले पनि एस्ता “बाबा “ लाई भेटेमा लखेट्नु होला |

The Election of Nepalese Engineers has just been concluded with the mixed representation from different panels vying in the election. Though there were different panels in the election campaign now it has become the one, that is Nepal Engineers' association 29th executive committee. It should work for the welfare of all the engineers irrespective of the panels they belong to. I would like to take this opportunity to THANK all the voters, my supporters, my friends and all other people who directly or indirectly involved in the election process. I, personally myself, would like to request all the fellow engineers to join the every activities organized by NEA. We will try our best to inform whatever the programs to all the engineers as much as we can. You should not leave it. Its the combine effort that we can carry out together.

The handover program has been scheduled for 12th of kartik , after Tihar and chhath. I hope all of you will join the event as you know it needs sufficient number of engineers to witness the handover process. Otherwise, we have to wait till the following week until we get the sufficient engineers (members) which will linger the process.

Yeah we all are frustrated from the reality of current political situation and the system here, also the attitude/behavior of most of the leaders, Bureaucrats  in Nepal. They are losing credibility and we are losing the Hope. We are not interested on what they are doing or what they are telling because we think these are just the spices to mislead people and that has  became the reality.

But, the time has knocked the door, so we have to wake up and take a move with a good start. It’s time for the educated, skillful and genuine people to take responsibility to join on the matters for                                                                                                  the development of Nepal from any prospective. If we are together, nothing is impossible. we already had a big political revolution in 2062/63, so now it’s time to start for a change in which you are good at and you can do. Let’s unite all the engineers to secure the rights of engineers, to establish the engineering profession in the society and to take a lead for the development of the nation.If we do not start this time we will lag by one generation again. lets not blame each other, lets move forward uniting together.

Now we are in the election movement, let’s not neglect this issue. We can give some input from our side for the good start. NEA election is going to be held on Bhadra 30, " Er. Birodh Rijal" is one of the candidates for the post of member. We want to initiate systematic approach for the welfare of engineer and to make the strong role of engineer for the nation development. Our team is a comprised of experienced and visionary candidates as well as   young and dynamic candidates who represents the future generation. Let’s start a campaign for the landmark victory of Joint Panel (PRAGATISIL PESAGAT Engineer Samuha and GANATANTRIK Engineer Samuha) led by senior and experienced engineer Mr. Mahendra Gurung.
